BACKGROUND
The chemicals required to treat Denton's drinking water and wastewater were last bid in fiscal year 2015. Invitation for Bid (IFB) 6530 began advertising on September 6, 2017 and proposals were due on September 21, 2017. IFB 6530 list a total of eleven different chemicals for the treatment of the drinking water and three for the treatment of the wastewater. The tabulation form identifies the different locations where these chemicals are delivered, in an attempt to account for any savings, based on transportation cost. No price savings were noted on this IFB based on location of delivery. A total of 19 vendors responded on the various chemicals. The proposals were evaluated by water and wastewater plant management staff and the lowest responsible vendors, based upon specifications, were selected.
For the chemical Potassium Permanganate, the lowest price vendor Shannon Chemical Corporation, did not meet the specifications (i.e. chemical source is not domestic) so the lowest price for the domestic product is from the vendor Brenntag Southwest Incorporated. Historically, the foreign source material has not proven to be "free flowing" and does not work with our chemical feed equipment but the domestic product tends to be "free flowing". This chemical is primarily used for zebra mussel control, so proper and accurate feed is required.
