Consider recommending adoption of an ordinance awarding a contract to purchase VNX Data Storage to increase the Storage Area Network (SAN) for Denton Municipal Electric’s server infrastructure, as awarded by the State of Texas Department of Information Resources (DIR) through the Go DIRect Program, Contract Number DIR-TSO-2634; providing for the expenditure of funds therefor and providing an effective date. (File 6598 awarded to Presidio Networked Solutions Group, LLC in the not-to-exceed amount of $128,669.89).

As DME continues to grow and offer new services to customers, additional storage capacity is required to meet this need. This storage will be used to host new servers, virtual desktops, SCADA and meter data, databases, unstructured user data, and serves as the data store for virtually every IT initiative in DME.
Technology Services uses a storage area network (SAN) solution from EMC called a VNX. The VNX is expandable by design. This allows the City to purchase additional storage as needed, without upgrading or replacing the entire system. The current SAN infrastructure is approximately three years old and periodic increases in storage capacity over the lifecycle of the product are expected. There has been no end-of-life announcement for our SAN, but we expect at an additional 3-5 years of service from this device.
Our SAN is currently operating at 91% of its usable capacity. Once a SAN starts approaching 95%, services or applications will begin to decrease in speed and performance. A considerable investment has been made in this storage solution and transitioning to an alternate product at this point in the product lifecycle would be cost prohibitive. The most economical way to provide additional storage and meet the needs of the business is to add storage capacity to the SAN we already own. When this product reaches the end of its lifecycle, we with perform a competitive analysis of alternative storage solutions.
Data storage at DME is continually increasing due to the constant collection of SCADA data, meter data, GIS data, and new engineering projects. If additional storage is not procured, decisions will need to be made regarding the curtailment of new projects, expunging data beyond a certain period, and/or shutting down services currently provided to make room for continued growth.
Additional capacity needs are planned expenditures and are part of the overall lifecycle management for our SAN. Lifecycle management is vital for technology solutions to ensure that they continue to be supported by the solution provider and are able to maintain a sustainable service level to protect City services. It is essential for the City of Denton to regularly maintain storage devices. This allows us to retain data for an appropriate duration, support business continuity, maintain service levels, and keep up with anticipated data expansion.

Staff recommends awarding a contract to add storage capacity to DME’s server infrastructure to Presidio, in an amount not to exceed $128,669.89. This represents the lowest bid received and an additional 10% contingency.
