BACKGROUND

The Denton Energy Center (DEC) is an approved CIP project for DME. The DEC project within the Renewable Denton Plan, will assist in providing energy services and back up to renewable sources, when they are both in low and excess output. The DEC is a component of the City of Denton’s future commitment to providing citizens with 70% of electricity from renewable sources of energy.

 

The DEC will require city water for plant personnel facilities, engine cooling and miscellaneous plant operations and cleaning. The water line will tie in to an existing water main, which was completed in DEC Phase 1 water line project, at the north east corner of DEC and loop around to an existing water main at Jim Christal Road and Masch Branch. The looped water supply will insure the required water volume for the plant’s fire suppression system. Exhibit 3 details the connection points and alignment of the Phase 2 water line.

 

The DEC will require sanitary sewer service connection to the city sanitary sewer facilities. The connection point will be on the east side of the Denton Enterprise Airport, along Masch Branch Road. The sewer line will cross airport property. FAA approval for work within the airport boundaries, has been granted to this project. See Exhibit 3 for the project map.

 

The IFB was advertised in accordance with Materials Management procedures. The main bid contained a pricing option for the City to upsize a portion of the water main from 16” to 20” and an alternate pricing option for no upsize. Ten responsive proposals were received. The City Water Manager determined that the upsize cost was high, therefore the alternate bid (no upsizing) was used as the award basis. The bids came in under the Engineer’s estimate of $3,219,000. The average bid was $2,704,669.16. The high bid was $4,039,846 and the low bid was $1,925,345.90. It was determined that the low bid submitted by Quality Excavation met all minimum requirements. Bidder references were verified and the design engineering firm had prior positive project experience with Quality Excavation. See exhibit 4.

 

The DEC phase 2 water and sewer project is the last utility project required to bring the plant online. There are several remaining expenditures that will come before the Board: civil expenditures including asphalt paving, site cleanup and landscaping, security wall and other minor items, IT and security equipment, engine fluids, and potential change orders with Burns and McDonnell and Wartsila. The bulk of the remaining expenditures will come at the end of 2017 and early 2018. The remaining expenditures were budgeted items and with the project being about 60% complete, the project remains slightly under budget.

 

Hurricane Harvey has had an impact on the construction schedule. Delivery of the last six engines was delayed about 10 days due to the flooding in Houston. Wartsila is attempting to make up some of the lost time, but it is likely that installation of the last six engines will be three to seven days late. Burns and McDonnell has prepared some labor options for getting the project back on schedule. The potential additional labor charges are included in the potential change order referenced above.

 

RECOMMENDATION

DME recommends awarding the DEC public works construction contract to Quality Excavation, LTD, Aubrey Texas, in the total estimated expenditure amount of $1,925,345.90.

FISCAL INFORMATION

The approved DME CIP project will be funded with bond funds from project account #603995601.
