Mayhill Road, Denton, Texas, for an amount not to exceed $78,310.00. (PSA 6508)

BACKGROUND

D&S Engineering Labs has submitted a proposal to provide professional services related to the construction inspection and materials testing during the construction of landfill Cells 3B, C, and D as listed below: 

 

                     1)                       Cell construction inspection

                     2)                      Cell construction - Soil testing

                     3)                       Cell construction - Geomembrane testing

4)                       Concrete testing

5)                     Materials testing

 

Landfill cell development requires the completion of an approved Soils and Liner Quality Control Plan (SLQCP) prepared under the direction of a registered professional engineer. The SLQCP includes details about the liner as well as quality control procedures and data collected during project construction and development. The information collected in the SLQCP is reported to the Texas Commission of Environmental Quality (TCEQ) in the Soil and Liner Evaluation Report (SLER) and the Flexible Membrane Liner Evaluation Report (FMLER).

 

The agreement with D&S includes quality control testing and performance data collection during cell construction.  D&S Engineering Labs will provide on-site observation during liner construction, geomembrane placement, and material testing. The professional services to be provided and the associated costs are detailed in Exhibit 1. 

 

During the construction process, D&S will work closely with Parkhill, Smith, & Cooper (PSC), the engineering firm responsible for cell design and construction management services. D&S will be responsible for ensuring that all construction and testing requirements are performed in accordance with the regulatory requirements of the State of Texas.

 

D&S Engineering Labs partnered with the City of Denton to provide similar services during the construction of existing landfill cells. D&S’s prior work with the Solid Waste Department demonstrated their ability to provide services that meet or exceed regulatory requirements.

 

OPTIONS

The Public Utilities Board may support staff’s recommendation for D&S Engineering Labs to provide professional construction inspection and testing services, or they may recommend these services be provided by another firm.  

 

 

RECOMMENDATION

Staff recommends the approval of the professional services agreement in an amount not to exceed $78,310.00.

 

ESTIMATED SCHEDULE OF PROJECT

Cell construction is projected to take approximately 134 days upon approval by the City Manager.

July 10, 2017 - The Public Utilities Board (PUB) approved an agreement with Hammett Excavation for the construction of cells 3B, C, and D for a not to exceed amount of $3,476,092.84.

FISCAL INFORMATION

Professional services in the amount of $78,310.00 will be funded from the Solid Waste capital improvement fund.
