BACKGROUND
City of Denton Water Reclamation plant is experiencing constant issues processing the solids coming from the Lake Lewisville water treatment plant (LLWTP). The wastewater plant staff has requested immediate elimination of sludge/solids discharges into the wastewater collection system and thus into the wastewater treatment plant.

LLWTP staff is temporarily pumping all treatment plant solids from the equalization basin into the water treatment plant pond. The pond has limited capacity and a consultant study is needed to find a permanent solution for the solids handling issue.

RFQ INFORMATION
Requests for qualifications (RFQ) were issued to several local consulting firms with prior experience to perform a study and receive a recommendation and preliminary design for a permanent solids handling facility for the Lake Lewisville water treatment plant. Statement of qualifications were received from four (4) engineering firms. The Staff Screening and Selection Committee met March 22, 2017, to evaluate the qualifications. The Committee selected Garver, Inc., based on the proposal and selection criteria.

A formalized scope of work was developed by staff and the consultant submitted a quote in the amount $298,596.43 to provide preliminary engineering design for the solids handling facility. Staff negotiated with Garver and modified the scope to eliminate preliminary design and received a quote in the amount of $77.772.00.
