Consider recommending approval of the adoption of an ordinance providing for the expenditure of funds for the emergency replacement of four (4) pumps at the Pecan Creek Water Reclamation Plant Raw Sewage Pump Station No. 2 in accordance with provisions of section 252.022 of the local government code exempting such purchases from requirements of competitive bidding; and providing an effective date (File 6470-awarded to Control Specialist Services, LP in the estimated amount of $437,134; $78,485 for valves purchase to Hugh M. Cunningham Inc, and expenditure of $150,000 for purchase of pipes and fittings for installation of the pumps for an estimated grand total of $665,619).

BACKGROUND
The Pecan Creek Water Reclamation Plant Raw Sewage Pump Station No. 2 (RSPS2) houses 4 pumps, each with a pumping capacity of 8 million gallons each. It is a critical asset as these pumps pump the wastewater flows from the sewer system into the wastewater treatment plant. Failure of this asset can cause wastewater overflows in the sewer system during wet weather events. Hazen and Sawyer engineers completed the final design of rehabilitation of the pump station. One of the pumps in the RSPS2 is currently completely disabled, and a second pump is on the verge of getting disabled. The other two pumps are suffering from cavitation due to inefficient hydraulic conditions due to the design of the pumping station and could be compromised.
The proposed construction will include providing labor by the contractor to construct the structural hydraulic improvements in the wet well to stream line the flow entering the pump suction to alleviate cavitation issues that are causing pump failure. The contractor work effort will also include bypass pumping of flow away from the RSPS2 during the project construction, and provide labor for the pump and piping installation in the pump room. The contractor Control Specialist Services, LP has done several projects on pumps and valve replacements for the Water Reclamation Plant and has always done quality work in a timely manner under difficult working conditions providing qualified labor services similar to the request for the proposed project construction. The contractor is fully qualified to do the proposed work. The estimated cost proposal from Control Specialist Services, LP is included in Exhibit 1.
The estimated costs have been revised in this AIS to reflect the updated estimates from Control Specialist Services, LP ($437,134 from $399,301), and Pipe, Concrete and Steel Fittings (to $150,000 from $100,000 to allow for any unforeseen purchases or change orders during construction).
RECOMMENDATION
Staff recommends approval of the scope and cost proposal for pump installation as submitted by Control Specialist Services, LP. ($437,134), $78,485 for valves purchase to Hugh M. Cunningham Company, and $150,000 for purchase of pipes and fittings for installation of the pumps.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
March 14, 2016: PUB recommended for approval the rehabilitation of the existing Raw Wastewater Pump Station Number 2 design contract for Hazen & Sawyer engineers (Exhibit 3).
