BACKGROUND

The City of Denton began Source Separated Organics (SSO) composting for the Enhanced Recirculation program as a feedstock for the landfill in August 2015. The Solid Waste & Recycling Department does not receive enough yard waste materials to support the SSO composting operations and Wastewater composting operations.

 

In the Source Separated Organics composting program, the Department uses wood chips to compost with liquids received from out of date products, quality control reject products, and recall products. The liquids and wood chips are blended and composted together, and then placed in the landfill as a feedstock material for the Enhanced Leachate Recirculation program. The resulting compost is a nutrient rich material which aids in waste decomposition and methane gas generation.  

 

The Agreement allows for both cities to provide emergency support for landfill operations which includes the use of the other city’s equipment in the event of natural disasters and potentially unforeseen permit issues. Equipment will only be shared when it does not impact the operations of the owning city. The cities are agreeing to consider any reasonable request from the other to address urgent or emergency situations.

 

OPTIONS

The Public Utilities Board (PUB) may recommend the Interlocal Cooperation Agreement with Irving, or they may choose to not recommend the agreement.

 

RECOMMENDATION

 

Staff supports the recommendation of the Interlocal Cooperation Agreement with Irving.

 

ESTIMATED SCHEDULE OF PROJECT

 

The Interlocal Cooperation Agreement is estimated to be completed within 30 days of City Council approval.

FISCAL INFORMATION

 

There are no financial transactions between cities when mulch materials are transported to either city. Financial support will be provided from one city to the other city when either city uses equipment or landfill services of the other city. The lowest wholesale rates will be charged for landfill services, and the appropriate rental rates for equipment.
