Consider recommending approval of “Declaration of an Emergency” and associated cost in the    not-to-exceed amount of $59,996.00 for repairing the Transfer Pump #2 of the City of Denton’s Lake Ray Roberts Water Plant (RFQ #6344).

BACKGROUND

The Lake Ray Roberts Water Plant Transfer Pump Station has three (3) vertical turbine pumps to pump filtered water to the plant’s six (6) million gallon clearwell. All of the pumps were installed during the construction of the water treatment plant in 2002. In 2016, Transfer Station Pump #3 was pulled, inspected and repaired due to loss of pumping capacity and efficiency. Pump #2 was pulled and inspected in September, 2016. According to the inspection report the pump needs to be rehabilitated to extend the service life and regain the pumping capacity and efficiency. In the event of another transfer pump failure during summer, the water plant will face difficulty in supplying and meeting the system demand.

 

RFQ INFORMATION

Standard purchasing procedures were followed to solicit quotes for the repair services based on the pump inspection report. Request for Quotes (RFQ) were sent to four (4) pump repair companies that specialize in large pump repair work. Historically, the pump repair quotes were below $50,000.00 and the staff followed the standard purchasing procedure to repair pumps.

Itemized price quote received from the four (4) companies for repairing this pump were all above $50,000.00. Weisinger, Inc., had the lowest quoted price in the amount of $54,376.00 and shortest lead time for rehabbing and delivering the pump. Long lead time for the repair service required the staff to initiate the pump rehabilitation work immediately in order to re-install the pump before summer.

 

The staff is working to develop a Request for Proposal (RFP) document for future pump repair work and utilize a multi-year service contract to repair the large pumps.

 

RECOMMENDATION

Staff recommends approval of the emergency declaration and expenditure in the amount of $59,996.00 for repairing the Lake Ray Roberts Water Treatment Plant transfer pump #2 by Weisinger, Inc.

ESTIMATED SCHEDULE OF PROJECT 

The pump rehabilitation and installation was completed by May, 2017.

 

FISCAL INFORMATION 

The pump rehabilitation work was funded from the Water Production Operating Budget, HBU 630100. The initial cost estimate was in the amount of $54,376.00 and final cost was in the amount of $59,996.00 for repairing the pump.
