Consider adoption of an ordinance of the City of Denton, Texas approving an interlocal cooperation agreement between the City of Denton and Denton County, Texas, regarding the construction of a traffic signal at the intersection of Cindy Lane and US 380 (University Drive); and providing an effective date.

BACKGROUND

The Texas Department of Transportation (TxDOT) recently completed improvements to US 380 from west of FM 156 to Interstate 35.  The project widened the original two-lane rural highway to a six-lane urban highway.  Due to project development design and construction sequencing, the project was originally designed without installing a traffic signal at the Cindy Lane/Western Boulevard intersection and US 380.  Based on observed traffic volumes at this intersection and accident reports, the City of Denton performed a traffic signal warrant analysis for this intersection, which indicated a traffic signal was warranted.  This analysis was provided to TxDOT in late September 2016. TxDOT authorized a new traffic signal installation at this intersection in early October 2016.  

 

The City of Denton and Denton County have mutually agreed on the need for the proposed signal, and each entity has identified funding for installation.  The City of Denton contracted for the signal design in October 2016 and has ordered the signal poles and mast arms, due to their long delivery time. 

 

The proposed ordinance authorizes the City of Denton to enter into an interlocal cooperation agreement between the City of Denton and Denton County to fund the traffic signal.  The City of Denton has identified $147,522 in local funding resources (from area industrial park contributions toward the signal installation), has contracted for signal design, and ordered signal poles and mast arms utilizing a portion of those funds.  Denton County Commissioner Andy Eads has identified $250,000 in funding, originally programmed for the Metro-Corbin project, to assist with the installation and construction of the signal.  Total cost of the project is estimated at approximately $400,000.  The City of Denton will be responsible for any additional cost for the proposed project.

 

RECOMMENDATION

Staff recommends adoption of the ordinance authorizing the proposed interlocal cooperation agreement.

 

ESTIMATED SCHEDULE OF PROJECT

Final signal design is being reviewed by TxDOT.  Denton County has placed the proposed interlocal agreement on the March 28, 2017, Agenda for the Denton County Commissioners Court’s consideration.  With funding provided by the County, the City will be able to order signal equipment and contract for the installation of the signal by April 1, 2017.  Staff has been advised equipment will take approximately six weeks for delivery.  Staff anticipates construction to be completed in early June and the signal operational by mid-June 2017.

 

PRIOR ACTION/REVIEW (Council, Boards, Commissions)

On February 21, 2017, staff briefed the Mobility Committee on the proposed interlocal cooperation agreement.

 

FISCAL INFORMATION

Total project estimate is approximately $400,000. The City has identified $147,522 of local resources for the project.  Denton County will contribute up to $250,000 to the project.
