Consider adoption of an ordinance of the City Council of the City of Denton, Texas authorizing the City Manager to execute a professional services agreement with Black and Veatch Corporation for professional testing and verification services relating to the construction of the Denton Energy Center; authorizing the expenditure of funds therefor; in the amount of not-to-exceed $963,930 and providing an effective date. The Public Utilities Board recommended approval (5-0).

BACKGROUND

In order to provide owner testing and verification services for the Denton Energy Center, Denton Municipal Electric will contract with Black and Veatch Corporation to provide the testing and verification necessary to ensure that the Denton Energy Center is constructed as designed and is fit for the intended operating parameters.  These testing and verification services include materials testing, mechanical and electrical verifications and emissions testing services.  Black and Veatch has extensive experience providing these types of services for facilities such as the Denton Energy Center. 

 

In accordance with Texas Local Government Code 252.022, the procurement of professional services is exempt from the requirement of competition based selection.  Based upon the Firm’s professional qualifications, expertise, reputation, knowledge of operations and economics, staff is of the opinion that Black and Veatch is a good fit to provide the needed services. 

 

RECOMMENDATION

Approve a contract with Black and Veatch Corporation in the not-to-exceed amount of $963,930.

ESTIMATED SCHEDULE OF PROJECT

This agreement will be in effect until all required services are completed or until all authorized funds have been expended.  The estimated completion of construction is in August 2018.

 

FISCAL INFORMATION

The construction services will be funded from Denton Municipal Electric account 603996501.1360.3410.
