Consider recommending adoption of an ordinance of the City of Denton authorizing the City Manager or his designee to execute a contract for the acquisition of (1) trommel for use in the Solid Waste department’s building materials recovery (BMR) operation; and providing an effective date (File 6212-awarded to McCourt & Sons Equipment, Inc. in the amount not to exceed $363,264).

BACKGROUND

This item is a fleet addition that was approved in the Fiscal Year 2016-2017 budget. It will be used for the separation of materials in the BMR in order to improve efficiently. Currently all materials are going through a picking station for employees to manually sort the different materials that are collected at the BMR. With the introduction of the trommel, all material will be run through the machine and smaller materials will automatically be diverted to be used for cover material with a smaller portion being sent through the picking station. This will allow the department to sort more material that is needed in a shorter amount of time.

 

The Request for Proposals (RFP) for the equipment was issued on September 12, 2016 with response due by October 4, 2016. Responses for this item were received from three (3) vendors and a “best and final offer” was requested from those three (3) vendors within specifications and the competitive range. The evaluation documents for the various pieces of equipment are attached as Exhibit 1.

 

This item was determined to be the best value because it was the lowest priced item that was able to provide the conveyor belt covering necessary for use in the operation. A matching trommel was awarded for the mining operation on February 21, 2017 as a part of a larger equipment package. This trommel was not included in the previous purchase so as to clearly distinguish those items that would be used for the mining operation.

 

RECOMMENDATION

Award the purchase of one (1) trommel to McCourt & Sons Equipment, Inc. in the amount not to exceed $363,264.

 

ESTIMATED SCHEDULE OF PROJECT

The purchase and delivery the equipment will occur within 90 days of purchase order issuance. 

 

PRIOR ACTION/REVIEW (Council, Boards, Commissions)

This addition was approved as part of the Fiscal Year 2016-2017 budget.

 

FISCAL INFORMATION

The equipment (Fleet # SW17119) will be funded from account #660207595.1355.30100 using Certificate of Obligation bond funding. Requisition #133381 has been entered in the purchasing software.
