Consider ratification of City Council’s approval of a contract with Wilson Contractor Services, LLC, Denton Texas, for installing water lines to Denton Energy Center in the amount not to exceed $530,485.15. (RFP #6403)

BACKGROUND

The Denton Energy Center (DEC) is an approved CIP project for DME. The project will provide power at times that renewable energy sources are not readily available. The DEC is a key component of the City of Denton’s future commitment to providing citizens with 70% of electricity from renewable sources of energy.

 

The DEC will require city water for engine cooling, miscellaneous plant operations, and for plant personnel facilities. The line will tie into the city water system at an existing water main on Tom Cole Road. Summary evaluation of proposals is detailed on Exhibit 1. This RFP included an alternative to upgrade 1505 feet of waterline pipe, along Tom Cole Rd., from 12” to 16”. The larger diameter water main will supply future growth in west Denton.  The City of Denton water department has elected to accept and fund the additional cost of $120,207.25 for upsizing a section of the waterline. This additional cost was not used as a basis for the evaluation of this RFP. The summary of proposal including alternative is shown on Exhibit 2.

 

The RFP was advertised in accordance with Materials Management procedures.  Ten responsive proposals were received. The members of the RFP evaluation team were Robin Harris (Teague Nall and Perkins), Jim Maynard and Chris Lutrick. The proposals were evaluated in accordance with the factors included in the RFP which were:

 

a)  Project Schedule (FACTOR: 15%).

 

Ability to timely start and complete project. This includes the schedule to complete project and may include ability to meet required milestones of completion.

 

b)  Compliance with specifications, quality, reliability, characteristics to meet stated or implied needs (FACTOR 10%)

Compliance with the stated specification(s) coupled with the quality and reliability of the goods and services such as fitness for use that meets or exceeds Owner’s expectations and the characteristics of the product or service that bear on its ability to meet the stated/implied needs.

 

c)  Indicators of Probable Performance under contract (FACTOR: 15%).

 

Indicators of probable performance under the contract to include: past vendor performance, financial resources and ability to perform, experience or demonstrated capability and responsibility, references, and the vendor’s ability to provide reliable maintenance agreements and support.

 

 

d)  Price, Total Cost of Ownership (FACTOR: 60%).

 

The price of the items, to include total cost of ownership, such as installation costs, life cycle costs, and warranty provisions.

 

RECOMMENDATION

DME recommends awarding the DEC public works construction contract to Wilson Contractor Services, LLC of Denton, Texas, in the total estimated expenditure amount of $530,485.15. DME’s portion of the contract will be $410,277.90 and the City of Denton water department’s portion of the project will be $120,207.25.

FISCAL INFORMATION

The approved DME CIP project will be funded with bond funds from project account

#603995601.
