BACKGROUND

 

We have recently encountered an exceedance in the level of methane gas at two of our perimeter monitoring wells. The gas levels are significantly higher than our permitted limits and require immediate corrective action to protect the public health and safety. We have initiated an emergency purchase process in accordance with the Texas Government Code 252.022(a)(2) which authorizes emergency purchase authority to protect the public health and safety. This authorization will provide for the expansion of our gas and odor control system, as described in the attached exhibit, to meet permit and regulatory requirements. The gas extraction wells have been installed and the gas levels have returned to zero.

 

The Declaration of Emergency (Exhibit 2) was prepared prior to the Weaver Consulting Group contract being drafted. The document does not reflect the costs associated with Payment and Performance Bonds, which are statutorily required as part of the project cost proposal, and included as a project cost component. The Payment and Performance bonds for the project total $7,285, placing the project total at $272,225.

 

 

RECOMMENDATION

 

The Solid Waste & Recycling Services Department requests the Public Utilities Board (PUB) acknowledgment that the emergency purchase was handled by Weaver Consultants Group, Ft. Worth, Texas, in accordance with the Texas Government Code 252.022(a)(2) which authorizes emergency purchase authority. 

 

ESTIMATED SCHEDULE OF PROJECT

 

Construction and installation of the system components is estimated to be completed in less than one month. Site work began on February 1st.
