Consider adoption of an ordinance accepting competitive proposals and awarding a contract for the purchase of four (4) dry pit submersible pumps for Raw Wastewater Pump Station No. 2 located at the City of Denton Pecan Creek Water Reclamation Plant; providing for the expenditure of funds therefor; and providing an effective date (RFP 6152-Xylem Water Solutions, USA Inc. in the not-to-exceed amount of $226,851.24). The Public Utilities Board recommends approval (7-0).

RFP INFORMATION
Hazen and Sawyer (Hazen) was retained to do the computational fluid dynamics (CFD) modeling of the flow patterns from the raw wastewater screen to the inlet of the raw wastewater pumps for the Raw Wastewater Pump Station No. 2 (RSPS2) located at the Pecan Creek Water reclamation Plant. Staff had noticed issues with vibration, noise and limited pumping capacity in the RSPS2 pumps. The CFD analysis showed the approach velocities to the pump suction bells were much higher than recommended by the Hydraulic Institute (HI) Standards, cross flow was visible under the wall across the suction bell of Pump No. 6, and there were signs of swirling flow near the suction bell of Pump no. 6 and No. 7 in particular. The combination of the above hydraulic and structural deficiencies created an inefficient and unsustainable pumping station. The contract with Hazen was amended by Council on April 5, 2016 to provide design services for the replacement of the existing worn out pumps and improve the flow pattern in the existing wet well to the pump inlets.
Request for Proposals to purchase the replacement pumps specified in the engineering design contract were sent to 61 prospective suppliers, including local suppliers. In addition, specifications were placed on the Materials Management website for prospective suppliers to download, and advertised in the local newspaper. Two (2) responsive proposals were received. A proposal was received from Pump Solutions, Inc. (PPI), but it did not meet minimum requirements. The proposals were evaluated based upon published criteria including price, delivery, compliance with specifications, and indicators of probable performance (Exhibit 1). Xylem Water Solutions, USA Inc. (Xylem) was ranked the highest and determined to be the best value for the City.
Although Xylem’s pricing was higher than the proposal submitted by Pierce Pump, Xylem was ranked higher on compliance with specifications and delivery schedule, by the evaluation committee, which are critical factors in the operation of the Pump Station.
The pumps in the Cooper Creek Lift Station were replaced with the advanced design impellers and pump designed and manufactured by Xylem. Since this time staff has not had to pull the pumps out to manually clean them for fouled up impellers. The pumps at Good Samaritan Village also had to be changed out due to the same impeller clogging issue with the Xylem pumps, and the operation has been trouble free for over two years.
The Raw Sewage Pump Station No. 2 at the Pecan Creek Plant is a critical asset. The unobstructed and reliable operation is key to successful pumping of the wastewater from the sewer system to the treatment plant. Based on actual field operational experience at the Cooper Creek and Good Samaritan lift stations, staff is recommending purchase of the pumps from Xylem Inc.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 12, 2016, the Public Utilities Board recommended approval to forward this item to the City Council for consideration.
RECOMMENDATION
Award the purchase of four (4) dry pit submersible pumps for the City of Denton Pecan Creek Water Reclamation Plant from Xylem Water Solutions, USA Inc. in the not-to-exceed amount of $226,851.24.

FISCAL INFORMATION
The pumps will be funded from Wastewater Capital Fund account 640321541.1350.40100. Requisition #130456 has been entered in the Purchasing software system.
