BACKGROUND
Pole Attachments consist of the placement of either communications circuits such as for voice, data, or internet onto the electrical system poles, or vice versa. The improper attachment of circuits can cause several issues:

* A negative impact on the safety of the public and employees
* Problems with the structural integrity of the system
* Interference with other communications circuits
* Potential service interruptions to the electrical system
* Financial impact on City resources - staff or expenses

These issues and others create the need to handle pole attachments in a controlled, regulated, uniform, and properly vetted manner. In order to accomplish that goal, a Uniform Pole Attachment License Agreement has been written. Entities who wish to attach to poles owned by the City must sign the Agreement and follow its provisions. The Agreement provides for a uniform rate of compensation, adopts reasonable and uniform technical standards, permits the City to remove attachments if necessary to protect the City's ability to perform its functions, and complies with new technology and the new regulatory environment.
