Consider adoption of an ordinance approving a grant application from Robert Mullins, representing Armadillo Brewing Company, from the Downtown Reinvestment Grant Program not to exceed $25,000; and providing for an effective date.

BACKGROUND
Armadillo Brewing Company, 221 S. Bell, submitted a Downtown Reinvestment Grant Application in September 2015. City Council has since put this grant program on hold for review, but gave permission for this grant to move forward under the fiscal year 2015-2016 funding.
This building has been replatted and all addresses (215, 217, and 221 S. Bell) have been combined to 221 S. Bell. The building formerly housed a mechanic's garage (Sanford's), steel fabrication site (light industrial), and a short-lived music venue (the Hive). The building needs significant work to meet City code. It is a large building (10,000 square feet), and it has been difficult for the owner to find a suitable tenant.
Armadillo Brewing Company will fill the space, bringing a new business to this underdeveloped area. The brewery is expected to be a tourism draw, as well as increasing sales and property tax.
