Consider recommending approval of a Professional Services Agreement (PSA) with Solutient GeoSciences, Inc., of Tyler, Texas, for hydrogeological and analytical consulting services regarding the City's landfill monitoring and reporting requirements for a three year period, in a total amount not to exceed $304,961 (PSA 6231).

BACKGROUND
The Landfill is required to perform a variety of groundwater sampling events and submit ground water monitoring results of the landfill’s groundwater monitoring wells and two leachate sumps on a semi-annual basis to the Texas Commission on Environmental Quality (TCEQ).
Mr. Jeske, of Solutient GeoSciences, is familiar with Denton’s hydrogeological site conditions, and possesses staff capable of monitoring and accurately interpreting Denton’s groundwater data, having supervised Denton’s landfill groundwater monitoring program since 1999. Denton’s groundwater monitoring service requirements performed by Solutient GeoSciences include well sampling, data review, statistical analyses, consultation, regulatory reporting, and general geological and hydrogeological services performed at the landfill site as required by the Municipal Solid Waste permit. There is no firm located in the City of Denton with a licensed professional hydrogeologist performing these professional and technical consulting services. Mr. Jeske does have extensive history and experience in collecting, interpreting, and reporting Denton’s ground water data to the TCEQ, and is recommended to continue providing these annual services.
For FY 2016 the Solid Waste Department budgeted $93,060 for permit monitoring and ground water assessment and reporting services. End of year expense should equal this amount or may be a slightly higher figure. Additional services required and requested by City staff are performed on a time and materials basis.
OPTIONS
The Public Utilities Board may recommend Solutient GeoSciences, Inc. provide groundwater monitoring services at the City of Denton Landfill, for fiscal years 2017 - 2019, or they may recommend these services be obtained from another firm.
RECOMMENDATION
Staff recommends the PUB approve the professional services agreement with Solutient
GeoSciences, Inc. to provide hydrogeological consulting and ground water monitoring services at the City’s landfill for the three year period, FY 2017 - FY 2019.

FISCAL INFORMATION
Solutient GeoSciences Inc. has proposed to provide the landfill hydrogeological consulting and ground water monitoring services totaling $304,961, for fiscal years 2017 - 2019. Funding is provided annually from solid waste budget account number 660300.7855.
