This Agreement will allow various City of Denton Departments to assist with facilitating the efforts of the Denton County Probation Department’s Community Service program. The Probation Department assesses suitability of offenders for Community Service, organizes the work placements, and manages the probationers subjected to Community Service orders on behalf of Denton County Courts. Community Service offers offenders, through unpaid work on Community Service, the opportunity to repair the harm done to the community. Community Service work benefits the City of Denton, by providing labor resources to assist with some of the following work:

 

1.                     Ground clearance work and general landscaping projects

2.                     Graffiti removal and environmental work

3.                     Recycling projects

4.                     Litter removal

5.                     Improvements to parks and community facilities

6.                     Painting and decorating

7.                     General cleaning

8.                     General mowing and weed eating

9.                     Working with library participants

10.                     Supporting local initiatives

 

Each offender is carefully assessed before they are assigned to a work project or placement by both the County Probation Department and the City Department staff. Since June 30, 2015, Community Service workers have completed 5764.55 hours with the City of Denton.

 

 

Section 791.001 of the Texas Government Code requires that all interlocal contracts must be authorized by the governing body, regardless of the dollar amount. The only exception to this is municipally owned electric utilities-these entities have a $100,000 threshold before authorization by the governing body is required.

 

 

RECOMMENDATION

 

Approve an Interlocal Agreement with Denton County Probation Department to coordinate and access the Community Service Work Program.

ESTIMATED SCHEDULE OF PROJECT

 

This Agreement is effective upon approval by the City of Denton and will remain in effect until terminated by either party.

The City of Denton will access the Community Service Work Program at no cost.
