BACKGROUND
The proposed miscellaneous fees, deposits, billings, and procedures for administration services  schedule is designed to recover the cost of service and provide a positive or break-even net income.   The proposed schedule includes an amendment establishing a credit card processing service fee.     
 
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
Proposed FY 2014-2015 Utilities budgets and CIP's were presented to the Public Utilities Board ("PUB") during May through July, 2013.  The miscellaneous rate ordinance was approved by the PUB on July 28, 2014 by a vote of 6-0, but did not include the credit card processing service fee due to the need to present this information to City Council.   Information concerning the credit card processing service fee was presented to the City Council on July 31, 2014, and staff was directed to proceed with adding this fee information to the schedule.  The budget, along with the draft miscellaneous rate ordinance, was submitted to the City Council for review on August 5, 2014.  The PUB was informed of the City Council's direction concerning credit card processing service fee via an Assistant City Manager (ACM) update presented to the Board on August 11, 2014.    The miscellaneous rate ordinance is scheduled for adoption by the Council on September 16, 2014.  
 
FISCAL INFORMATION
The rates and charges included in the miscellaneous rate ordinance provide the revenue necessary to recover the cost of service to customers.  
 
RECOMMENDATION
Staff recommends approval of the proposed miscellaneous rates ordinance, and requests that the ordinance become effective October 1, 2014.
