Receive a report and hold a discussion regarding GreenSense Rebate results for FY2016 and upcoming fiscal year.

BACKGROUND
Since 2005, Denton Municipal Electric (DME) has offered incentives in the form of rebates to customers, for qualifying efficiency measures. Beginning with FY15 (October 1, 2014), Sustainable Denton has administered the GreenSense (GS) Energy Efficiency Rebate Program funded by DME, for residential and small business customers. Program information, including criteria for qualifying equipment, registered installers, and application materials is available on the GreenSense Incentives page at www.sustainabledenton.com <http://www.sustainabledenton.com>.
For both FY15 and FY16, the GS Energy Efficiency Program budget was $170,000, which included incentives for residential and small commercial customers (managed by Sustainable Denton) and for large commercial customers (managed by DME). Funds are limited, and are processed on a first come, first serve basis until depleted for the fiscal year. For FY16, funding status was posted online and updated on a monthly basis through March. Beginning in April, funding status was updated weekly. FY16 was the first program year in which rebate funds were depleted before the new funding cycle. While a sign of success, this was also highlighted opportunities for program improvement moving forward, especially in the area of communication with contractors. DME added an additional $25,106 to cover those rebate applications for customers (46 rebates) who had submitted applications by 6/28/16 or with final HVAC inspections prior to 6/28/16 and submitted by 7/1/16.
In FY15, 408 rebate applications were processed, achieving an estimated 504,544 kWh/year in deemed savings. In FY16, 484 rebate applications were processed, an increase of 18.6% from FY15, achieving an estimated 550,314 kWh/year in deemed savings. An additional 26 rebates were not processed after funds were depleted. For FY17, $200,000 has been allocated for residential, small business, and a pilot multifamily program. Revised criteria for qualifying equipment installed in the new fiscal year, will be posted online and in the new program manual on October 1, 2016. Revisions reflect the goal of achieving higher efficiencies than required by code. The newly adopted International Energy Conservation Code (IECC) 2015 code goes into effect November 1, 2016. Program staff are coordinating with the Building Inspections Department to better publicize the status of rebate funds to HVAC contractors, and will initiate an update/outreach system with participating contractors for the next fiscal year.
The figures in Attachment 1, summarize key program metrics for FY16, as compared to FY15.
