Consider recommendation of an ordinance accepting competitive proposals and awarding a contract for the excavation and construction of landfill cells 3B, C, and D at the City of Denton Landfill, providing for the expenditure of funds therefor; and providing for an effective date (RFP 6395-awarded to Hammett Excavation, in an amount of $3,476,092.84)

BACKGROUND
The Solid Waste Department’s landfill, located at 1527 Mayhill Rd, serves as the sole solid waste disposal site for the City of Denton’s residents and businesses. Solid Waste operations are designed to maximize the use of landfill space while controlling environmental hazards and protecting the environment.
Landfill design provides for land and air space to be consumed in a phased approach. The landfill is currently divided into six (6) separate “phases” of land/air space, and each phase is further subdivided into “cells” which are developed and used according to Texas Commission for Environmental Quality (TCEQ) and permit specifications. A site map (Exhibit 3) has been provided to illustrate the current phases and cells that are both planned and in use. As waste is disposed in a cell, both land and air space is consumed, and as a result, each cell’s useful life is determined by the rate, volume, and density of waste disposed.
The landfill cells currently being utilized allow for the disposal of approximately 2.0 - 2.1 million cubic yards of waste, and staff estimates the cells will contain approximately 1.9 million cubic yards by November 2017, between 90% - 95% full. To prepare, staff has initiated plans to create three (3) new cells, approximately 18.8 acres, for use. The associated construction will require the excavation of approximately 550,000 cubic yards of soil to allow for the future disposal of approximately 2.0 - 2.4 million cubic yards of waste. The estimated life of these new cells is between six to ten years.
Request for Proposal (RFP) 6395 was issued to obtain competitive proposals from firms qualified to perform the construction necessary to prepare landfill cell 3. Requests for Proposals were sent to 653 firms. In addition, specifications were advertised in the local newspaper and placed on the Materials Management website for prospective suppliers to download. Proposals were received from six (6) qualified vendors, and their unit pricing for the work is provided in Exhibit 1. The evaluation committee ranked the proposals according to best value, and determined that Hammett Excavation provides the best value for the project. The firm’s responsiveness and project timeline best aligns with Solid Waste operational needs and time constraints, as shown in Exhibit 2.
Hammett Excavation has completed a number of landfill projects of similar size and scope, the firm has been constructing landfills and landfill liners for the last 55 years.
OPTIONS
The Public Utilities Board (PUB) may recommend the agreement with Hammett Excavation, or they may choose not to recommend the agreement.
RECOMMENDATION
Staff recommends approval of the construction contract with Hammett Excavation for completion of the landfill construction services contained within RFP 6395.
ESTIMATED SCHEDULE OF PROJECT
After the project is awarded, 14 calendar days are required for mobilization, and another 120 calendar days for substantial completion.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
The design and engineering services for the cell construction and supporting infrastructure was awarded to Parkhill, Smith, and Cooper in June 2016.
FISCAL INFORMATION
The capital construction services will be funded from the Solid Waste Department’s Capital Improvement Program (CIP).
