BACKGROUND
The request to accept a grant funding offer for a west side runway was approved by the City Council Resolution R2014-025 on June 16, 2014. The Council is now requested to consider an Airport Project Participation Agreement (APPA) with TxDOT Aviation for the design of the project.  It is anticipated a separate APPA will be presented for construction of the project to the City Council by September 2015. TxDOT Aviation Staff will proceed with the design process if the Council accepts the APPA.
 
The design services scope of work will include: constructing and marking west side runway; construcing and marking connecting taxiways from primary runway to new runway; expanding apron and realigning Taxiway 'B'; relocating helicopter parking pad with connecting taxiway; constructing and lighting a partial parallel taxiway for the west side runway; installation of medium intensity runway lights for the rwest side runway; installation of  precision approach path indicators on west side runway; installation of a new electrical vault for west side runway; installation of guidance signs; and relocation of the Automated Surface Observation System and install new Automated Weather Observing System at the Airport.
 
OPTIONS
Approve the APPA for design or decline the project by taking no action.
 
RECOMMENDATION
Airport Staff recommends approval of the APPA for the design of the west side runway.
 
ESTIMATED SCHEDULE OF PROJECT
The design is anticipated to be completed by mid 2015 and construction is anticipated to begin early 2016.

1.      Project acceptance Resolution R2014-025 approved by City Council June 17, 2014;
2.      Airport Advisory Board recommended approval 5-0 at their meeting on September 3, 2014.
3.      Council Airport Committee discussed at their meeting on September 9, 2014 and directed staff to move forward.
 
FISCAL INFORMATION
The Design Phase of this project is budgeted for $550,000, with the City requested to fund ten percent (10%) of the cost and TxDOT Aviation funding the balance.  The City expense of $55,000 is to be paid from a previously approved Airport budget line item.
