Title
Consider adoption of an ordinance of the City of Denton, Texas authorizing the City Manager to execute an agreement between the City and Denton City County Day School to provide Community Development Block Grant funds for improvements to the facility at 1603 Paisley Street, Denton, Texas, 76209; authorizing the expenditure of funds therefore, not to exceed $102,767; and providing for an effective date.

BACKGROUND
Denton City County Day School (DCCDS) is a nonprofit childcare facility providing low-cost day care for low to moderate-income families. DCCDS will serve a minimum of 80 children ranging in age from two (2) years to five (5) years of age. Parents must be working, going to school full time or doing a combination of both to be eligible. DCCDS is open from 6:30 am to 6:00 pm, Monday through Friday and is licensed by the Texas Department of Protective and Regulatory Services. In order to meet current health codes, the City of Denton Community Development Block Grant (CDBG) funds will be used to complete various kitchen improvements/additions including but not limited to the following:
· Replacement of grease trap;
· Installation of new sinks;
· Installation of built-in commercial appliances.
OPTIONS
· Approval of DCCDS funding agreement;
· No approval of DCCDS funding agreement.
RECOMMENDATION
Staff recommends approval of the funding agreement for DCCDS facility improvements.
ESTIMATED SCHEDULE OF PROJECT
· Work specifications are being developed
· Bidding process to be completed by November 2014
· Work to begin in November/December 2014
· All improvements completed by March 2015
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
The Community Development Advisory Committee recommended approval of funding for improvements to the Denton City County Day School facility. Funding for the project was included in the City's 2014 Action Plan for Housing and Community Development. City Council approved the Action Plan, Resolution No. R2014-015, on May 6, 2014.
FISCAL INFORMATION
Community Development Block Grant funds is budgeted for the project. Community Development staff costs to monitor construction and labor standards compliance is paid through CDBG and general fund dollars.
